Early American illustrated emblem engraving symbolizing commerce. The emblem includes an eagle on a globe, two women figures, a sunrise in a central frame, and shipping scenes in the background. I’m not sure what the two figures represent, but one has a sword and the other has what appears to be a devil’s tail.

I think the devil’s tail is a portion of an anchor.
